DescriptionThe Institute for Research in Circular Economy and Environment “Ernest Lupan” (IRCEM) is an independent NGO; organize like a research think tank, established in 2012 in Cluj-Napoca, Romania. In 2017, IRCEM became the official partner in the Circular Economy Platform of Stakeholders (ECESP) from the European Economic and Social Committee, Directorate-General for the Environment, Directorate B - Circular Economy and Green Growth, European Commission. IRCEM has 6 departments, 35 workers, 8 researches with doctorate in different areas of engineering and 1 spin-off. The IRCEM currently has developed different project ant activities which addressed a number of over 1500 students. There are a number of areas of mutual interest, among them research based on: • Waste management; • Redesign materials and products in line with circular economy; • Closed-loop, resource and energy efficient processes; • Product life-extension, reuse, refurbishment and recycling, and substituting the use of recovered materials for virgin materials in manufacturing; and translational research are examples of such topics. We establish collaborative networks with business experts, technology providers and consultancy and organizations to deliver comprehensive, positive solutions to challenges established by our partners. We empower our clients with scientific and technical knowledge for decision-making based on our experience and R&D background in Industrial ecology, environment, waste management, evaluation and monitoring of environmental factors and eco-responsible entrepreneurship.

    We are interested to developing project with focus in:
    • new products/services which empower end-users in their choice for more sustainable consumption patterns, and require the implementation of innovative producer responsibility or other sectorial or cross-sectorial governance schemes;
    • development of new approaches for designing products/services that collectively consider end-users, brand owners, as well as entrepreneurs, and researchers, and deliver the needs of end-users;
    • reducing supply chain length, thus increasing resource efficiency and reducing adverse impacts on the environment, including on climate change;
    • facilitating the inclusion of resource or materials criteria in designing products/services (e.g. durability, reparability and recyclability), thus contributing to an increase in resource and energy efficiency, and reduced environmental impacts, in the whole life cycle of products;
    • creating new business opportunities for industry and SMEs in the EU, contributing to the exploitation of EU innovative solutions, and improving the competitiveness of European enterprises in the global market for eco-innovative solutions;
    • demonstrating the economic, social, cultural and environmental sustainability of the proposed approaches and main elements that a business plan should include in order to realise them, including the assessment of possible positive and negative side-effects and risks, such as those associated with harmful substances potentially present in recycled materials;
    • providing evidence-based knowledge regarding the enabling framework conditions (such as the regulatory or policy framework or cultural factors) that facilitate a broader transition to a circular economy in the EU.
